Travel Guidelines

The budget crisis in California continues to have a severe impact on the CSU. One effect will be continued restrictions on travel, especially international travel. Accordingly, state funds will not be available for international travel. The only funding source for international travel will be grants for which the travel is related to the grant objectives – not general Indirect Cost Recovery funds. Please keep these new limitations in mind in considering conference attendance, panel participation, presentations, and/or other scholarly activity. This is an unfortunate development, but one which reflects the budget reality in California. In addition, the guidelines for international travel to high hazard areas has changed. Please see the Procedures for Faculty International Travel for the latest information.

Notice: Potential Equity Award

The prior CSU/CFA Collective Bargaining Agreement (CBA) provided equity increases for eligible faculty over a two-year period: 1) to Assistant Professors and equivalent librarians, coaches and counselor ranks in 2007/08; and 2) to Associate and full Professors and equivalent librarians, coaches and counselor ranks in 2008/09 (plus any rollover funds from 2007/08). Unfortunately, due to unprecedented budget cuts, the CSU was not able to fully implement year 2 of the equity program. The August 2010 Memorandum of Understanding (MOU) provided for a partial equity increase to Associate and full Professors and equivalent librarians, coaches and counselors, which was funded by the rollover funds from year 1 of the program.

The current CBA authorizes the President to establish an equity program for fiscal year 2012/13 and/or 2013/14. Although the CSU has faced severe budget cuts, we are heartened by the Governor’s January Budget and we join the Chancellor in his commitment to implement Equity Increase Articles 31.11 to 31.13 (http://calstate.edu/LaborRel/Contracts_HTML/CFA_CONTRACT/2012-2014/article31.pdf) of the CBA, should the CSU receive the level of state appropriations proposed in the January Budget. If this occurs, the CSU will implement these Articles of the CBA on July 1, 2013. The CBA provides that first priority for these awards shall be given to those individuals who received equity awards pursuant to the August 2010 MOU above.

Notice: Pension Reform Act Potential Impact

The Public Employee Pension Reform Act of 2012 was signed by the Governor on September 12, 2012 and will impact CSU employees in several ways, including service credit purchase options:

As of January 1, 2013, CalPERS members may no longer purchase Additional Retirement Service Credit, also referred to as “Air-Time”. This type of service credit is defined as non-qualified service credit, is not based upon actual employment, and cannot be used to qualify employees for retirement, health, or dental benefits vesting.

Notice: Student Evaluations

Pursuant to Article 15.15 of the newly ratified Collective Bargaining Agreement between the CSU and the CFA, student evaluations shall be conducted for all courses. Implementation of this new requirement will begin effective winter quarter 2013.

The CSU and CFA Collective Bargaining Agreement (CBA) has been ratified by the CSU Board of Trustees and is effective as of September 18, 2012.
